The state of Georgia’s elimination of the birthday tax on vehicles purchased after March 1, 2013, produced unpredictable additional revenue in the school system’s General Fund (from which most salaries are paid) at the expense of the SPLOST fund. Before this change, tax on vehicles was collected as a sales tax included in the SPLOST budget. SPLOST funds are highly restricted and can not be used for instructional salaries.
